「空飛ぶクルマ」の社会実装における社会的課題解決に向けて

12月2日に人社系協働研究・教育コモンズの第7回シンポジウム「「空飛ぶクルマ」の社会実装における社会的課題解決に向けて」を開催いたします。
「空飛ぶクルマ」の研究開発と社会実装に向けた動きが急ピッチで進んでいます。この新しい移動手段（モビリティ）が社会に普及したならば、私たちの生活環境はどのように変わることになるのでしょうか。このシンポジウムでは、「空飛ぶクルマ」が社会実装される際に解決されるべき「倫理的・法制度的・社会的課題（ELSI: Ethical, Legal and Social Issues）」について、幅広い観点から検討します。

第7弾企画「「空飛ぶクルマ」の社会実装における社会的課題解決に向けて」を開催しました。

令和２年１２月２日（水）人社系協働研究・教育コモンズ第７弾企画として、「『空飛ぶクルマ』の社会実装における社会的課題の解決に向けて」をオンラインで開催しました。このシンポジウムは、国立研究開発法人科学技術振興機構JST/RISTEX ELSIプログラム プロジェクト企画調査「『空飛ぶクルマ』の社会実装における社会的課題解決についての基礎的検討」の一環として、九州大学法政学会と九州大学人間環境学府多分野連携プログラム「アジアの都市と市民」の共催で開催されました。
久枝良雄理事、井手誠之輔教授（人文科学研究院）の開会挨拶のあと、小島立教授（法学研究院）の司会のもと、「空飛ぶクルマ」が社会実装される際に解決されるべき「倫理的・法制度的・社会的課題（ELSI: Ethical, Legal and Social Issues）」について、幅広い観点から検討しました。
本研究は、①超電導技術を活用した「空飛ぶクルマ」と周辺技術についての制度設計、②“Mobility as a Service（MaaS）”としての「空飛ぶクルマ」の実装に向けた情報システムや「プラットフォーム」についての制度設計、および、③「空飛ぶクルマ」が変革する、都市、コミュニティ、国土利用などについての制度設計の３つの研究クラスターから構成されています。
第一部では、企画趣旨に続き、各クラスターの領域が抱える課題について、岩熊成卓教授（システム情報科学研究院）、平山賢太郎准教授（法学研究院）、黒瀬武史教授（人間環境学研究院）から報告が行われました。第一部の最後には、野口和彦氏（JST-RISTEX ELSIプログラム アドバイザー／横浜国立大学 先端科学高等研究院 リスク共生社会創造センター 客員教授）から、この企画調査についてリスクマネジメントの視点からコメントをいただきました。
第二部では、成原慧准教授（法学研究院）、藤田雄飛教授（人間環境学研究院）、陳思聡准教授（人間環境学研究院）、三和正人研究推進主幹（学術研究・産学官連携本部）による各専門分野の視点からのコメントがありました。
それらのコメントを受けた研究メンバーおよびアドバイザーの間での意見交換に加えて、参加者との間での質疑応答が行われ、約３時間に渡るシンポジウムを終了しました。
本シンポジウムには、政府自治体、学術、企業、一般を含めて126名の方々がご参加くださいました。参加者からは、「様々な専門分野からの問題意識に触れることができ、とても有意義でした」、「今後の研究の進展も楽しみです」との感想をいただきました。
On March 10th 2021, we held the ‘Practice and Cooperation of Kyushu University’s Asian Studies’ Symposium online.
On December 2nd 2020, we held the 7th project of the Collaborative Platform in Research and Education on Humanities and Social Sciences, titled ‘Aiming for Resolving Social Challenges in the Implementation of a ‘Flying Car’ Society’, online. This symposium was held as a co-hosted event between Kyushu University Association of Law and Political Science and the Multi-disciplinary Cooperation Program ‘Asian Cities and Civilians’ of Kyushu University Graduate School of Human-Environment Studies, as part of the Japan Science and Technology Agency planning and research program: ‘Fundamental Considerations for Resolving Social Challenges in the Implementation of a ‘Flying Car’ Society’.
Following an introduction from Director Yoshio Hisaeda, and Professor Seinosuke Ide (Faculty of Humanities), we considered, with Professor Ryu Kojima (Faculty of Law) as our moderator, the Ethical, Legal and Social Issues (ELSI) required to be resolved in the implementation of a ‘flying car’ society from a wide range of perspectives.
This research is composed of the following 3 research clusters: 1) institutional design for flying cars with superconductive technology and peripheral technologies, 2) institutional design for an information system and platform for the use of ‘flying cars’ as Mobility as a Service (MaaS), and 3) institutional design for cities, communities, national land-use etc. transformed by the introduction of ‘flying cars’.
In the first part, a presentation was conducted between Professor Masataka Iwakuma (Faculty of Information Science and Electrical Engineering), Associate Professor Kentarou Hirayama (Faculty of Law), and Professor Takefumi Kurose (Faculty of Human-Environment Studies) regarding the purpose of the project and the issues within each research cluster. At the end of the first part, we received comments from Professor Kazuhiko Noguchi (Japan Science and Technology Agency ELSI Program Advisor, Yokohama National University Institute of Advanced Sciences, Centre for Creation of Symbiosis Society with Risk) regarding this planning and research from a risk-management perspective.
In the second part, we received comments from Associate Professor Satoshi Narihara (Faculty of Law), Professor Yuhi Fujita (Faculty of Human-Environment Studies), Associate Professor Shisou Chin (Faculty of Human-Environment Studies), and Senior Research Manager Masato Miwa (Academic Research and Industrial Collaboration Management Office) with regard to each of their areas of expertise.
As well as an exchange of ideas between the academics, a question-and-answer session was held with the floor, and the symposium of approximately 3 hours was then brought to a close.
At this symposium, we had the pleasure of welcoming 126 participants from government, academics, business, and the general public. We received positive feedback from the guests, including that the symposium was very meaningful as guests were able to touch on the issues raised from several different research disciplines, and that the guests look forward to the progress of this research into the future.
